Aksi penolakan ini dilakukan oleh masyarakat Lanny Jaya yang merasa tertekan dan merasa tidak aman dengan keberadaan pasukan TNI non-organik di beberapa distrik, yaitu Distrik Melagay, Distrik Kuyawage, Distrik Wano Barat, Distrik Goa Balim, dan Distrik Balingga.
Masyarakat Lanny Jaya merasa bahwa kehadiran pasukan TNI non-organik telah menimbulkan rasa ketakutan dan ketidaknyamanan di tengah-tengah kehidupan mereka sehari-hari. Mereka menuntut agar pasukan TNI segera ditarik dari wilayah Lanny Jaya dan
Membiarkan masyarakat lokal mengelola keamanan daerah sendiri tanpa adanya intervensi dari pihak luar. Masyarakat berharap dapat hidup dengan tenang dan bebas dari tekanan serta intimidasi yang selama ini mereka rasakan.
Namun, sayangnya, hanya 3 orang anggota DPRD Kabupaten Lanny Jaya yang berani menyuarakan aspirasi masyarakat dan mendukung aksi penolakan tersebut. Hal ini menunjukkan bahwa masih ada resistensi dari sebagian besar anggota DPRD untuk mengambil tindakan tegas terhadap kehadiran pasukan TNI non-organik di Lanny Jaya.
Masyarakat berharap agar suara mereka dapat didengar dan ditindaklanjuti oleh pemerintah pusat, sehingga pasukan TNI non-organik segera ditarik dari wilayah Lanny Jaya dan membiarkan masyarakat lokal mengelola keamanan daerah sendiri.

Of the 30 members of the Lanny Jaya Regency Regional People's Representative Council (DPRD), only three accepted and voiced the community's opposition to the presence of non-organic TNI troops in the region.
This protest was carried out by residents of Lanny Jaya who felt pressured and unsafe by the presence of non-organic TNI troops in several districts, namely Melagay, Kuyawage, West Wano, Goa Balim, and Balingga.
The Lanny Jaya community felt that the presence of non-organic TNI troops had created fear and discomfort in their daily lives. They demanded the immediate withdrawal of TNI troops from Lanny Jaya and
allowing local communities to manage their own security without outside intervention. The community hoped to live peacefully and free from the pressure and intimidation they had experienced.
Unfortunately, however, only three members of the Lanny Jaya Regency DPRD dared to voice the community's aspirations and support the protest. This demonstrates the continued resistance from the majority of DPRD members to taking firm action against the presence of non-organic TNI troops in Lanny Jaya.
The community hopes that their voices will be heard and acted upon by the central government, so that non-organic TNI troops will be immediately withdrawn from the Lanny Jaya region and local communities will be allowed to manage their own security.
